National Midwives Council (NMC)
There are 32 nominated members of the national midwives Council from which a 7 member Executive Committee was formed with responsibility for strategic and operational developments, planning, oversight and providing support to the regional and provincial councils, including development and implementation of all internal rules, protocols and responsible for establishing a national register of midwives in order to achieve the goals set out in the Royal Decree.
Executive committee members are:

- Secretary general: Madam Phai Sidoen
- Secretary general: Madam Pen Kimny
- Financier: Madam Hem Navy
- Deputy financier: Madam Riel Nary
Executive committee meetingsExecutive committee meetings are held every month agenda items include the following:- Agreeing the annual operating plan and follow up progress
- Agreeing the finance plan and any in year budget revisions
- Developing and approving CMC‘standard’
- Developing and agreeing CMC’s internal procedures, guidelines and publications
- Following up on registration and PMC progress
- Agreeing the agenda for CMC’s annual general meeting
- Agreeing timetable for PMC supervision visits

Regional Midwives Councils (RMC)
There are 5 RMC’s each having 9 members and are located in Phnom Penh; Battambang; Kampong Cham; Kampot; and Stung Treng. Their role is to receive and investigate complaints about the performance of midwives and deal with disciplinary issues including holding disciplinary hearings and they also contribute to the development of the Council and support both the NMC and PMC’s in their roles.
RMC regions incorporate the following PMC’s: 1. Phnom Penh region: Kandal; Kampong Speu; Kampong Chhnang;
2. Battambang region: Battambang; Pursat; Banteay Meanchey; Siem Reap; Odar Meanchey; Pailin;
3. Kampot region: Kampot;Takeo; Koh Kong; Preah Sihanouk; Kep;
4. Stung Treng region: Stung Treng; Rattana Kiri; Mundol Kiri; Kratie; Preah Vihear;
5. Kampong Cham Region: Kampong Cham; Kampong Thom; Prey Veng; Svay Rieng
The following RMC internal procedures are in development awaiting approval by the Council: -Receiving and investigating complaints and dealing with disciplinary issue;
-The standards for acceptances of a complaints against midwife registered with the council;
-Grounds for making a complaint about a midwife registered with the council;
-Guidance on conduction complaints and disciplinary formal hearings in private;
-Guidance on drafting complaints and hearing committee decisions to assist panel members and those midwives being investigated;
-Information for midwives (if the complaints has been made about you to the council);
-Information for the public (How to make the complaint about a midwife to the council);
-Information for employers of midwives (How to make a complaints about the performance of a midwife);
-Information for witnesses(Involve in a complaints and disciplinary hearing);
Provincial Midwives Councils (PMC)

There are 27 PMC’s one in each province and 3 serving Phnom Penh which are based in Khmer Soviet Friendship hospital; National Maternal and Child Health Centre and Calmete Hospital, their main function is to register all midwives working in each province/institution and issue proof of registration.In addition their role is to report any complaints about the performance of midwives to the RMC’s and support and contribute to the Council’s development.
